Policy Dialogue on the Phase Out of Coal in the Asia-Pacific Region

Background 

The Asia-Pacific region has relied on polluting and carbon intensive sources of energy such as coal to underpin its economic growth to date. This is underscored by the fact that the region accounts for almost 60% of global total CO2 emissions. Coal has been a significant part of these emissions.  

The UN Secretary-General António Guterres has called on countries to end their reliance on coal. He has appealed for taxes to be placed on carbon emissions; an end to the trillions of dollars’ worth of estimated subsidies for fossil fuels; and for the construction of coal-fired power stations to be halted by 2020, if we are to stand a chance of ending the climate crisis. As we enter 2021, despite the United Nations calling urgently for an end to coal-fired generation, hundreds of new coal-fired power plants in the Asia-Pacific are still being built, and hundreds more are in the pipeline.

Nevertheless, there are early signs that the region can change course. The number of coal-fired power plants currently being planned is falling. New permits for coal-fired power plants have dropped to record lows, many have been cancelled, a reflection of a tougher economic climate for coal plant developers, concerns over climate change and the need to protect human health.

 

Objectives of the Policy Dialogue

The Side Event held as part of ESCAP’s Third Committee on Energy will provide a multi-stakeholder forum for discussion and deliberation, allowing members to explore the constraints and opportunities for the region’s transition to a future less dependent on coal. Insights from key regional experts will provide a backdrop for stakeholders to discuss the issues around coal-fired power generation and alternative development pathways. The discussion is expected to encompass issues of technology, environment, economics, climate mitigation and labour markets.
