To develop recommendations for a comprehensive indicator framework for the Targeted Program on Social Development in Mongolia, fully aligned with policy priorities and clearly identified data needs and target population groups.

Increased capacity of relevant national officials in assuring policy inclusiveness and developing a comprehensive indicator framework for the Targeted Program on Social Development. All participants are expected to be engaged in the discussions and contribute towards the workshop outputs.

ESCAP, with support from the Republic of Korea, launched a project on “integrating policy and data to leave no one behind” in 2021. The project aims to support countries reviewing and developing comprehensive indicator frameworks for policy monitoring, which are well integrated with the four dimensions of development and leave no one behind.

The Government of Mongolia has recently drafted the policy entitled Targeted Program on Social Development, subject to parliamentary approval. The Ministry of Economy and Development recognized it as good timing to collaborate with ESCAP to create a comprehensive monitoring and evaluation framework for it. In this context, the technical workshop is designed to (1) review concepts and processes related to the design of an indicator framework; (2) use ESCAP’s Every Policy is Connected approach to determine issues for action, mapping them to relevant development concepts; and (3) identify most relevant indicators, proposing a final set of indicators and disaggregation requirements for the monitoring and evaluation of the Targeted Program on Social Development.
