| Background
Successive
trade liberalizations through multilateral,
regional and bilateral negotiations
have been opening up market access
for many of the developing countries
in the ESCAP region. To derive maximum
benefit from these liberalizations,
the adoption and implementation of
trade facilitation measures are essential
to improve the trade performance and
competitiveness. There is, therefore,
growing awareness of the need to systematically
apply trade facilitation measures
and tools. The application of information
and communication technologies (ICT)
has been recognized as the key to
trade facilitation, raising overall
efficiency not only in physical trading
of goods and services but also in
global networking. Benefits from the
efficient trading system, including
the reduction in transaction costs
and time, can be significant, particularly
for landlocked countries to increase
efficiency and competitiveness of
their trade.
Objectives
To assist the participating countries
increase trade efficiency through
the adoption and implementation of
trade facilitation measures and ICT
application.
To realize the objective,
the project assisted developing countries
to:
- build national capacity for trade
facilitation and electronic commerce;
- identify problems and bottlenecks
in trade procedures and practices;
- promote the application of trade facilitation
measures for rationalization and harmonization
of trade procedures and practices;
- promote the application of ICT;
- consider establishing integrated national electronic
trade documentation system.
