“ACTION PLAN FOR
GONDOLAND”
Gondoland has several
government departments which collect different
disability information for their own use, and
the country’s NSO has tried, not very
successfully, to measure disability through
a census instrument. The information available
to government is partial, inconsistent and not
very relevant to improving health and disability
programs. To make better use of scarce resources
and improve the services and opportunities for
the disabled population an action plan for introducing
a common framework is needed. Upon the initiative
of the NSO an inter-agency committee has therefore
been formed to coordinate and develop the country’s
health and disability information system.
Within this context a
working group has been established with the
task to develop a uniform approach, based on
international standards, that can better meet
the data needs of the health and disability
sectors.
Main components of
an Action Plan for improving disability information
- Strategy for awareness
building and promotion of ICF and BMF among
stakeholders.
- Development and testing
of a standard set of disability questions
for a survey and/or census instrument.
- Design of an implementation
plan for ICF and strategy for its wider implications.
- ICF training tools
for producers of disability data for national
use.
Instructions: A generic action plan for the
first component is outlined
in the next pages. Based on the discussions
we have had at this workshop and inspired by
the generic action plan, draft an action plan
which would reflect the reality in your country
and the needs for disability information. Only
the first component needs to be covered in detail.
To the extent possible try to make the tasks
and actions of the first component take place
in 2004. Please be prepared to report back to
the meeting on Friday morning.
OUTLINE OF AN ACTION
PLAN
Activities/tasks:
A consultation process
to be initiated by Working Group amongst stakeholders
and the following action points to be agreed
upon:
- Identify possible
collection vehicles, e.g. census, existing
household survey or new survey for disability.
- User Group to
be established consisting of:
- All relevant Government
department
- Key bodies and
advocacy groups
- People with disabilities
- Academics and researchers
Note: make sure that the initial letter/communication
set out the broad purpose so that the stakeholders
involved can send the most appropriate representatives
to the user group.
- Consultation
with Ministry of Health to involve the WHO
country and regional office for support
- Working Group
to start making an inventory of disability
information available prior to meeting
- First meeting
of user group to:
- Discuss
and educate about ICF framework and BMF
- Inform of intentions
to collect data
- Inventory of national
data sources and data collectors, as well
as international (e.g. data for selected
ICF domain from WHS)
- Identify extent
to which current and future information
needs are met by existing data
- Seek advice on
data needs not already met
- Document information
needs. This should be done by users before
next meeting
- Call a second
meeting of user group to:
- Collate information
needs
- List and define
data items needed to meet information
needs
- Determine most
appropriate collection vehicle
- Prioritise and
agree on key data needs to be met by survey
- Agree on definition
of disability, especially which ICF components
it will encompass
- Consider budget
and operational issues
- Decide whether
to conduct census or survey or both
- If survey, decide
on possible extent of data
- Agree on scope
and coverage of survey
- Prepare detailed
plan for development and testing of collection
vehicle(s)
- Draft first stage
of the broader National Plan for disability
information
