Second SIAP/UNESCAP Management Seminar for the Heads of National Statistical Offices in Asia and the Pacific
Luang Prabang, 14-16 January 2004

The United Nations Statistical Institute for Asia and the Pacific (SIAP) and the Statistics Division of the United Nations Economic and Social Commission for Asia and the Pacific (UNESCAP) co-organized the second Management Seminar for the Heads of NSOs in Asia and the Pacific.

The objectives of the Seminar were:

  1. To continue the series of management seminars designed to strengthen statistical capability in the area of leadership and management in support for economic and social development
  2. To bring the heads of NSOs in the ESCAP region to a forum to discuss recent statistical challenges arising from national and global goals as they carry out their mandates in an environment of economic, social, political, and technological change
  3. To focus on:
    1. mainstreaming and integration of the products and processes of national statistical systems into supporting national and global development outcomes;
    2. discussion of approaches, phases and components of strategic planning by NSOs with reference to (a);
    3. analysis of case studies of strategic plans drawn up and implemented by NSOs in the region; and
    4. identification of the capacity building needs, including training, of national statistical systems for preparing and implementing strategic planning as the framework within which operational planning and budgeting takes place
