Solicitation Documents


For those wishing to do business with ESCAP, it is vital to understand the dynamics of the United Nations system and how the organization's activities are linked to each other.

The Procurement Unit (PU) is tasked with all procurement activities relating to ESCAP. PU procures requisite commodities through competitive solicitation from qualified vendors that are registered in PU database of suppliers.

Solicitation is issued as a Request for Proposal (RFP) or an Invitation to Bid (ITB) or as a Request for Quotation (RFQ) specifically:

RFPs are issued when requirements are not specific and evaluation of offers is based on best value in accordance with evaluation criteria.

ITBs are issued when requirements are specific and evaluation of offers is based on price and other price related factors.
RFQs are issued for low value procurement usually where the requirement is specific and evaluation of offers is based on price and other price related factors.

As a general practice, most requirements above US$30,000 are procured through either an RFP or ITB. Offers are evaluated on the basis of best value for money and other procurement considerations, such as delivery schedule and in comformity with required specifications.
