| Capacity Development
for Effective Design and Delivery of Rural Community ICT Services
In recognition of the challenges faced by developing and least-developed
countries in bridging the rural-urban digital divide and reducing
marginalization of rural communities, ESCAP works to build national
capacities through technical cooperation.
The Government of Malaysia and other stakeholders have successfully
implemented ICT-based rural community projects in various parts of the
country, and these initiatives generated a number of good practices and
lessons learned. Therefore, the project intended to develop a guidebook
on planning and implementing ICT services for rural communities that can
be used by rural community development officers, community based
organizations and other stakeholders in countries of the Asian and
Pacific region.
Objective
The project aimed to address the growing rural-urban digital divide
and the threat of marginalization faced by rural communities that do not
have full access to ICT services that meet their needs. In the
contexts of ESCAP’s thematic areas of poverty reduction and managing
globalization, the project built on previous research and experiences
and is considered a necessary step in improving the capacities of ESCAP
developing member countries to develop and manage effective rural
community ICT services.
Major outputs
- A
guidebook targeted to rural community development officers,
community based organizations and other stakeholders in a joint effort
between ESCAP and the National Institute of Public Administration (INTAN);
and
- A regional meeting was
organized to share the experiences in promoting and developing rural
community ICT services and to disseminate the draft
guidebook.
Participating countries
Bangladesh, Cambodia, Indonesia, Lao People’s Democratic Republic,
Malaysia, Maldives, Nepal, the Philippines, and Thailand.
