In the areas of capacity building and human resource development needed for global knowledge economy, ESCAP is in the process of establishing Asian and Pacific Training Centre for ICT for Development (APCICT), as one of the regional institutions of ESCAP, with financial support from the Republic of Korea, to service the region.

ESCAP assists countries, particularly the developing countries, LDCs, LLDCs, and countries with economies in transition to develop and implement appropriate ICT human resource policies, ICT strategies, and human resources in ICT applications to enhance the contribution of ICT to economic growth and to achieve the Development Goals contained in the Millennium Declaration.
