ANNOTATED PROVISIONAL AGENDA

1. Opening of the meeting

The Ministerial Segment will be addressed by the Executive Secretary of ESCAP and the Executive Director of UNFPA. Contacts are being established to have one or two keynote speakers at the opening session. It is also expected that a minister or high-ranking official of the Royal Thai Government will be invited as Chief Guest/Speaker.

2. Election of officers

A Chairperson will be elected and following the tradition all other heads of delegations with the rank of minister will be nominated as Vice-Chairpersons. A Rapporteur will also be elected.

3. Opening of the exhibition

The Chief Guest will open the exhibition after the opening of the Conference.

4. Adoption of the agenda

The provisional agenda will be reviewed for adoption.

5. (a) Country statements on achievements, emerging issues and challenges with regard to population and poverty

Heads of delegations will be invited to speak on the population development and poverty issues of their respective countries. Owing to time constraints, statements will be limited to 5 minutes.

(b) Statements from other organizations and NGOs

Other United Nations organizations will be invited to make statements on the activities of their organizations on population, development and poverty (approximately 5 minutes). One representative will be invited to present the recommendations made by all the NGOs, for the information of the Conference.

6. Panel discussion on a topic to be selected

Three or four eminent persons will be invited to talk on an important and/or emerging issue relating to population and poverty. The topic will be decided upon in due course.

7. Other matters

Any other matter requiring the attention of ministers will be taken up at this session.

8. Adoption of the Fifth Asian and Pacific Population Conference Plan of Action on Population and Poverty

The draft Fifth Asian and Pacific Population Conference Plan of Action on Population and Poverty will be reviewed by the Ministerial Segment for adoption. There may be a Ministerial Declaration depending on the decision of the participating delegations.

9. Closing of the meeting

The meeting will be closed by the Chairperson with statements from ESCAP and UNFPA.
