Conference Participation

The Fifth Asian and Pacific Population Conference is an intergovernmental meeting and therefore full participation is limited to official Government delegations of ESCAP member and associate member countries. Usually the delegations would be headed by a Minister and would be composed of senior officials in Government. We encourage the inclusion in delegations of senior officials from relevant ministries and organizations of Government (e.g. health, population, planning, finance, statistics, women's affairs etc) as appropriate. Moreover, in order to ensure representation of NGOs, CSOs, private sector, academia, etc., we encourage Governments, at their discretion, to include their representatives as part of their delegations.

Cost of participation is normally borne by the Governments and the participating organizations, including NGOs.

Only members of national delegations can participate in the drafting and adoption of the Declaration /Plan of Action.

In addition to the above, representatives of selected inter-governmental organizations, international NGOs, and UN bodies have been invited as observers. We welcome the participation of representatives of other members of UN, including NGOs and intergovernmental organizations accredited to ECOSOC as observers. Observers can seek to intervene in the discussion of substantive topics/issues, and may be called upon to clarify some issues by the Chair. However, they are not permitted to take part in the drafting of the Declaration /Plan of Action and hence will have strict observer status during the meetings of the Drafting Committee and the adoption of these documents.

Given that time is very limited, it may not be possible to give adequate time during the Conference to all the representatives of NGOs and CSOs. We, therefore, encourage them to organize separate meetings, either before or during the Conference, and to present their joint positions at the Conference. If such a document is available in time it could be distributed at the Conference and placed before the Drafting Committee to take its recommendations into consideration while finalizing the Declaration/Plan of Action

Conference papers and background papers are either prepared by the Conference secretariat (ESCAP and UNFPA) or are commissioned to other UN agencies or individual scholars. We regret that we cannot entertain requests for individual participation nor for the contribution of papers, as the Conference is an inter-governmental meeting.
