Training Workshop: Applying Indicators to Improve Preparations
for a Ageing Society
The United Nations Social and Economic of Asia and
the Pacific (UNESCAP) and the China National Committee
on Ageing (CNCA) jointly organized the National Training
Workshop: Applying Indicators to Improve Preparations
for a Ageing Society, from 8 to 10 June 2005, in Beijing
China.
This purpose of the workshop was to train junior
government officials responsible for collecting data
and developing polices and programmes related to ageing
issue in China on the development of national measurement
and performance indicators to better learn of the
quality and impact of ageing programmes and projects
implemented at the national, provincial and local
levels. The matrix of indicators, as well as other
assessment tools, that were developed during the workshop
will be used by CNCA to monitor, evaluate and adjust
existing and or develop new projects aimed at improving
the access of older persons to social services and
long-term health care. The assessment tools, being
participatory and bottom-up in nature, will also provide
several advantages to CNCA so as to broaden its sources
of the information available to help decision maker
in the establishment of policy priorities and future
directions. The tools also offer an opportunity for
people, especially the vulnerable or marginalized,
to articulate their needs and expectations of policy-makers.
The workshop included a practical exercise session
that covered work on planning, designing and piloting
programmes and projects on ageing specifically geared
to address the local conditions in China
This activity was part of UNESCAP’s follow-up
action to the recommendations of the Regional Review
Seminar on the Implementation of the Shanghai Implementation
Strategy for the Madrid and Macao Plans of Action
on Ageing, held from 18-21 October in Macao, China.
