ORGANIZATIONAL STRUCTURE:

OBJECTIVES & FUNCTION:
A. Secretariat of National council for women, family affairs
& gender issues of Kyrgyz Republic President Administration
is a working division of National council for women, family
affairs & gender issues of Kyrgyz Republic President
Administration. The main objectives –is coordination
of realization of women, family & gender State policy
in the country.
B. Main function are:
- coordination of activity for realization of state policy
for women, family gender issues in the country by the government
in close cooperation with civil society & international
organization
- providing the control for realization of the Kyrgyzstan
international obligation in the field of the gender issues:
Beijing Platforms of action, Convention of elicitation of
all forms of the discrimination against women & others,
also preparing of the national reports according the international
standards.
- monitoring process of the realization of the National
Action Plans by the government of Kyrgyz Republic
- assistance for the gender expertise of the laws of Kyrgyz
Republic
- assistance for the rationale utilization of the budget
finance & international donation resource for the realization
of the gender policy.

Matrix
of Measures on Implementation of the National Action Plan
for Gender Equality for 2002-2006
A. Improvement of the institutional mechanism on promotion
of gender equality:
- strengthening of the national mechanism on promotion of
gender equality;
- improvement of the national legislation;
- introduction and taking into account gender approaches
in national policy, programs, planning and reporting;
- ensuring of scientific substantiation of gender development.
B. Observance of a gender balance at all levels of decision-making:
- encouragement of women’s participation in decision-making
processes at all levels.
C. Gender component of economic development in the field
of labor, employment and social protection:
- poverty reduction;
- formation of gender-balanced labor market;
- ensuring social protection for men and women.
D. Gender aspects in health care:
- broadening of women’s access to qualitative medical
services, prevention programs and information during all
their lives.
E. Gender parity in education and culture:
- improvement of gender aspects of education;
- overcoming of negative gender stereotypes in traditional
culture.
F. Reduction of all forms of violence against women:
- comprehensive measures on prevention and reduction of
gender violence in the society;
- exclusion of human trafficking, as well as ensuring protection
and support for victims of such trafficking;
- protection of women in zones of military conflicts;
- increased awareness of the population on the problems
of violence.
