From 26 to 30 October 1998, ESCAP organized a Workshop
on Regional Cooperation in Flood Control and Management for Improvement of the
Urban Environment in Asia and the Pacific, which was part of a project
formulated following an audience of the Executive Secretary of ESCAP with His
Majesty, King Bhumibol Adulyadej of Thailand in 1996. At that time, His Majesty
the King stated that the United Nations could be of assistance to Thailand and
neighbouring countries in the area of flood control and management.
The Workshop also initiated a programme for cooperation in flood mitigation
and preparedness in the region. On the basis of the priorities recommended
by the programme, ESCAP started in 2001, a number of activities including the
implementation of a regional project on "Strengthening Capacity in
Participatory Planning and Management for Flood Mitigation and Preparedness in
Large River Basins", increase of technical assistance to the Typhoon
Committee to strengthen cooperation in the hydrological and disaster prevention
and preparedness and provision of advisory services to the Mekong River
Commission Secretariat in its efforts to formulate a regional programme on flood
mitigation and management in the Lower Mekong River basin.
Implementation of the project on "Strengthening Capacity in
Participatory Planning and Management for Flood Mitigation and Preparedness in
Large River Basins" started in early 2001 and is scheduled to be completed
in 2002. The project included four national case studies: China, India,
Indonesia and Viet Nam and a regional workshop on this subject which was held in
Bangkok from 20 to 23 November 2001. Some of the reports of the project
