The performance appraisal system (PAS) is a management tool embedded in a continuous process, which allows for direction and work planning (e.g. shared vision, setting standards, distributing the work load) and calls for a dialogue as well as a feedback mechanism between staff and supervisors. The cycle includes a mid-point review and an end-of-cycle performance review.
ODLU is responsible for the local administration of PAS, in close cooperation with OHRM at Headquarters. UNESCAP was able to achieve a compliance of 100 per cent in the 2004-05 PAS cycle, by persistent follow-ups at all stages of the process aided by the strong support of the Executive Secretary. In addition, a number of informational and learning sessions have been conducted at significant junctures of the performance cycle, such as the mid-point review and at the end of the cycle. In addition, all new staff members are acquainted with PAS as part of their induction programme.
In addition to ensuring compliance with PAS, efforts have been undertaken to improve the quality of PAS as a management tool, within the framework of results-based management. In close collaboration with the Programme Management Division, a new PAS template has been developed for division chiefs and was applied for the first time in the 2005-06 cycle.
