Ex-ante Policy Analysis: how to assess different policy options?

Summary of content:
Development policies usually seek to pursue various, sometimes competing, development goals. How to be able then to assess the different outcomes and choose among different policy options? The seminar will present some of the most common ex-ante policy analysis methodologies proposed by the rationalist approach (e.g. matrix analysis, cost/benefit analysis) and illustrate their pros and cons. The presentation will be followed by a debate on what are the experiences in applying ex-ante policy analysis in ESCAP and whether the rationalist approach is suitable given the nature of ESCAP work (as compared to the post-positivist approach).
