CONFERENCE BULLETIN NO. 1

GENERAL INFORMATION


1. In view of the exceedingly inauspicious global and regional situation prevailing at the moment, it has been decided that the fifty-ninth session of the United Nations Economic and Social Commission for Asia and the Pacific (UNESCAP) will be held in two phases. The first phase will be held at the United Nations Conference Centre (UNCC), Bangkok, on 24-25 April 2003 to be participated primarily by Bangkok-based ambassadors/permanent representatives and senior officials of members and associate members of UNESCAP as well as permanent observers to UNESCAP on selected agenda items. In light of the nature of its agenda, the first phase of the Conference will be open only to participation of members and associate members of UNESCAP as well as permanent observers to UNESCAP.

2. The second phase, which will include the ministerial segment to consider the rest of the original provisional agenda and other proposed resolutions, will be held at an appropriate date to be determined later in further consultation with members and associate members of UNESCAP.

 Registration and Identification Badges

3. Participants are required to register and obtain meeting badges in advance of the opening of the first phase of the session. In this connection, registration will be open on Thursday, 24 April 2003, from 07:30 to 08:45 hours at the Registration Counter, ground floor, UNCC. The Registration Counter can be reached through tel. nos. 0-2288-1282, 0-2288-1298 or 0-2288-2111; for in-house connection, these are extension nos. 1282, 1298 and 2111. Only the names of participants duly registered will be included in the list of participants.

4. For identification and security purposes, all participants are requested to wear meeting badges at all times while in the UN premises. All participants are expected to follow the relevant security procedures. Should any participants encounter any security or safety problem, they should immediately notify the nearest security officer on duty or call the Security Control Centre (extension 1102).

List of Participants

5. A provisional list of participants based on information received by the secretariat will be available on the morning of Thursday, 24 April 2003. The secretariat would appreciate it very much if the Embassies could provide updated lists to the secretariat as early as possible in light of the new arrangements for the Commission session. A final list of participants based on information received at the time of registration will be issued on Friday, 25 April 2003. Names of participants without formal registration will not be included in the final list of participants.

Opening of the Session

7. The opening of the first phase of the session will be held on Thursday, 24 April 2003, at 09:00 hours, in Conference Room 3, level 1, UNCC.

8. Agenda items and other relevant issues are as follows:

1. Opening session.
2. Election of officers.
3. Adoption of the agenda.
4. Admission of new members.
5. Programme planning and evaluation:
  (a) Report on the realignment and implementation of the programme of work, 2002-2003;
  (b) Proposed programme changes for 2003;
  (c) Draft programme of work, 2004-2005;
  (d) Report on the evaluation of UNESCAP publications.
6. Resource mobilization: technical cooperation activities of UNESCAP and announcement of intended contributions.
7. Transit transport issues in landlocked and transit developing countries.
8. Election of the Governing Boards of Regional Institutions:
  (a) Regional Coordination Centre for Research and Development of Coarse Grains, Pulses, Roots and Tuber Crops in the Humid Tropics of Asia and the Pacific;
  (b) Asian and Pacific Centre for Agricultural Engineering and Machinery.
9. Date, venue and theme topic of the sixtieth session of the Commission.
10. Other matters.
11. Adoption of the report of the Commission.


Interpretation and Sound System

9. Simultaneous interpretation facilities in Chinese, English, French and Russian languages will be provided at the sessions.

Statements of Delegations

10. In order to assist the interpreters and for the preparation of the draft reports and press releases, the secretariat wishes to receive before delivery, the text of all prepared statements by delegations. It would, therefore, be very much appreciated if 14 copies of such statements could be made available to the conference assistants on duty in the conference rooms. Arrangements will also be made for such statements to be collected from the delegations if the names of speakers are known in advance.

11. The secretariat is not in a position to type or reproduce statements made by delegations for circulation. If circulation is required, sufficient copies should be provided by the delegations and handed over to the Documents Distribution Centre.

Documents Distribution

12. The Documents Distribution Centre is located outside Conference Room 3. Delegates are requested to bring with them complete sets of meeting documents distributed to their governments/organizations prior to the Commission session, as only a very limited number of copies of such documents will be available at UNESCAP. Delegates are invited to visit the home page of UNESCAP, http://www.unescap.org, on which the documents are posted under the heading of the 59th session.

13. The Documents Distribution Centre is authorized to distribute only UNESCAP official documents. If delegations wish to distribute other papers or literature, they are requested to consult the Secretary of the Commission, before delivering any documents to the Centre for distribution. A minimum of 200 copies is required to ensure distribution to each delegation..

Social Event

14. The Executive Secretary will host a luncheon for all members of delegations on Thursday, 24 April 2003 from 12:00 to 13:30 hours at the Dining Room, Level 1, UNCC.
